Raines was the chief meteorologist for WDSU and WBRZ-TV before joining CNN. He appeared on SuperStation WTBS (now WPCH-TV) during this period, where he was the weathercaster for TBS Evening News, which was produced by CNN. He left CNN in 1984 to become a meteorologist at KABC-TV, where he later worked as a weekend night anchor.

Years later, he was moved with David Ono, Ellen Leyva, Marc Brown, and Michelle Tuzee to weekday afternoons. Additionally, he is a Certified Broadcast Meteorologist. This seal is awarded to meteorologists who successfully complete a demanding written test that assesses their meteorological and forecasting expertise.

Moreover, he is a member of AMS who has won multiple honours for exceptional weather coverage and the Seal of Approval for TV Broadcasting.
