Villanueva founded the Philippines for Jesus Movement (PJM), a countrywide organisation with over forty bishops from various Christian denominations. Before that, he was street parliamentarian, radical activist, and communist atheist. Similarly, he was imprisoned twice during martial regime for standing up with the oppressed to defend their rights against land-grabbing syndicates.

Additionally, he ran for president in the Philippine elections of 2004 and 2010 as well as a Senate seat in the 2013 midterm elections. He is also a radio-TV evangelist and the owner of ZOE Broadcasting Network. Likewise, he founded the Jesus Is Lord Colleges Foundation, Inc. (JILCF), a Christian school in Bocaue, Bulacan.

Moreover, his wife, Adoracion Villanueva, serves as the institution’s president. Initially, he served as the Deputy Speaker of the House of Representatives in the 18th Congress and is now a member of the Philippines’ 19th Congress. In June 1996, he was awarded the Gintong Ama (Golden Father) award for Socio-Civic/Religious Sector by Golden Mother and Father Foundation.
